All leaders are volunteers who are dedicated to bringing the values and mission of Scouting America to the scouts in the Pack. With every parent that steps up to fill a role, the program gets better!
Key 3 Leaders
Every pack has a “Key 3” — the Committee Chair, Cubmaster, and Chartered Organization Representative. They work together to make sure the pack is well-run, safe, and fun for the kids. Think of them as the leadership triangle that keeps everything balanced.
Ryan Levin - Cubmaster
Cubmaster, which is the lead scout-facing volunteer, and will also be the Webelos den leader. I have a rising fourth-grade daughter ("Webelos" scout) in the pack who has been enrolled since first-grade, and my son (rising 7th grade) is currently a Tenderfoot Scout in Scouts BSA Troop 75.
Work directly with the den leaders, den chiefs, and pack committee chair and members to make sure that all dens are functioning well. Plan the den and pack programs with the help of other leaders. Lead the monthly pack meeting with the help of others. Involve all dens in some way. Coordinate the total Cub Scout program in the pack.

Jeff Rosen - Committee Chair
The goofy behind-the-scenes paperwork guy. I oversee pack planning, registration, and charter renewal, and liaise with the ECVFD to ensure alignment and support. I also advise the Cubmaster on policy and chartered organization matters. Assist with committee meetings and assign various pack roles to our volunteers. Coordinate leader recruitment and facility needs. Support fundraising and manage finances with the Treasurer. Maintain pack records and property. Sometimes asked to step in as stand-in for the Cubmaster if needed. Shoshana is in the 🐻's den and David is his first year as a 🦁.

Justin Carlson - Charter Organization Rep (COR)
Represents the Ellicott City Volunteer Fire Department, our chartering organization. This role connects the pack to the chartering organization’s mission and community, approves leaders, and ensures the pack aligns with both Scouting America and the organization.
Liz Schroen - Marketing Chair
Hi, I’m Liz! I have two sons in the program. JJ is a Bear (third grade), and Wyatt is joining this year as a Lion (kindergarten). This is my third year as a den leader. I also help out with marketing and communications. I was a Girl Scout and am glad I can help create the same fun memories for my kids. My favorite scouting activity is singing silly songs around the campfire. I love that Pack 874 is such a well organized and active group. We’ve made lots of new friends through the program.
Chris Bare - Asst Cubmaster (Events)
Handles planning, coordination, and execution of events and activities for the Pack. Be ready to fill in for the Cubmaster, if necessary.

John Stoneham - Chair Emeritus
My name is John Stoneham. I have a 5th-grader ("AOL" scout) in the pack who has been enrolled since kindergarten, and my son (10th grade) is currently a First Class Scout in Scouts BSA Troop 794. I serve as one of our den leaders and the previous Committee Chair (lead volunteer on the behind-the-scenes / paperwork end of things).
Den Leaders
Den Leaders are volunteer Cub Scout leaders, usually parents, who guide a small group of Cub Scouts of the same grade level to complete their program's activities and adventures. They work with assistant Den Leaders or other parents to plan and conduct den meetings, ensure Cub Scouts learn skills, progress toward rank, and transition to the next program level.

Committee Roles
Every pack has a pack committee, which consists special roles inside the pack. They help by handling administrative and support tasks, the pack committee allows the Cubmaster, den leaders, and their assistants to focus on working directly with the Cub Scouts.
Treasurer(s)
Help the pack committee and Cubmaster establish a sound financial program for the pack with a pack budget plan. Open or maintain a bank account in the pack's name and arrange for all transactions to be signed by any two of the Cubmaster, pack committee chair, or treasurer. Approve all budget expenditures. Check all disbursements against budget allowances, and pay bills by check. The pack committee chair should approve bills before payment. Manage dues collection. Give receipts for these funds, and deposit the money in the bank account. Keep up-to-date financial records. Credit each Cub Scout with payment of dues. Give leadership in developing a coordinated record-keeping system in the pack. Periodically report on the pack's financial condition at the monthly pack leaders' meeting. Make regular monthly reports to the pack committee at the pack leaders' meeting, and report to the chartered organization as often as desirable on the financial condition of the pack. Provide petty cash needed by leaders. Keep a record of expenditures.
Membership Chair
Plan, coordinate, and lead the annual rechartering process. Prepare registration papers and an annual report to the chartered organization. Secure signatures and registration fees for the coming year. Arrange for the annual membership inventory, a uniform inspection, and the annual charter review meeting. With the chartered organization representative, submit a charter application for approval.
Advancement & Training Chair and Religious Emblems Coordinator
Advancement Have a working knowledge of the Cub Scout advancement plans. Collect den advancement reports from den leaders for use when ordering badges and insignia from the local council service center. Maintain advancement records in Scoutbook. Purchase awards at the Scout store and distribute by den. Provide Cubmaster with advancement report and awards for distribution at pack meetings. Training Conducting orientation of new families and pack leaders Conducting other training as designated by the district and/or council Encouraging pack leaders to attend ongoing training such as Youth Protection training, roundtable, pow wow, BALOO, Outdoor Leader Skills for Webelos Leaders, and Wood Badge Remaining current with training material and program updates Keeping track of pack training records
Outdoor Activities Coordinator
Help the Cubmaster plan and arrange for outdoor activities. Arrange for property, fire, and tour permits when required. Locate new picnic, camping, and hiking areas. Arrange for safe transportation when needed. Plan first aid for emergencies. Help inform parents and guardians about opportunities for family camping. Ensure that at least one adult has completed Basic Adult Leader Outdoor Orientation (BALOO) before any pack campout. Help promote day camp and resident camp opportunities. Be aware of BSA health and safety requirements and see that they are implemented. Know and carry out BSA outdoor program policy related to Cub Scouting. Review all activities to ensure that unit leaders comply with BSA policies in the Guide to Safe Scouting.
Quartermaster
Ensure all Pack equipment is maintained and in good working order. Inform Pack Committee if new equipment is required. Procure new equipment as approved by the Pack Committee.
Webmaster
Maintain and update the Pack website. Maintain the Pack Google Calendar. Maintain the Google Docs for Pack.
